A New Beginning
We of the star systems & planets of the Andromeda Council are your family & friends. We are here to let you know your planet Earth/Terra and all of your people are about to go through major changes, a major stage of growth, a shift-up in vibration, called “upliftment”. It is a completely new vibration, new higher consciousness & awareness, a new existence… for the first time in your planet’s history.
It is a cleansing, a rebirth, a transformation. It is a transition. For you on planet Earth – it is a new beginning. Most important, it is simply an evolution.
Though the process has already begun, somewhat. Earth is about to transform in vibrational frequency from its current 3-D solid matter form existence in the 3rd dimension… into 4D, the fourth dimension/density reality, the vibratory rate one frequency faster than currently on Earth, as Earth’s solar system and planet Earth are about to crossing the galactic equatorial plane zone of the Milky Way galaxy.
Overall, this new area of 4D, fourth dimensional, space is a place where matter has far less density & weight, an area of much faster & higher frequency energy vibration. It is also a dimension where time will no longer have a hold on Earth humans. From a 4D, fourth dimension, perspective time doesn’t exist… at least not the way Earth presently experiences time.
In addition, this area of fourth dimensional space also has a ‘black hole’ with highly charged magnetic energies at its core. Earth’s solar system and planet Earth will upon entry of this zone encounter the highly charged magnetic energies of this ‘black hole’ and feel its effects. Some of your Earth scientists, astrophysicists, call this area – a Galactic or Torsion Energy Wave.
The speeding up of this solar system & its planets including Earth due to the faster & higher frequency energy vibration rate of this area - their upliftment into the fourth density resulting in continued geophysical events and additional changes to planet Earth – these changes are projected to start by mid-October 2011.
The official beginning of 4D fourth dimensional energy will begin to affect Earth’s solar system on 11.11.11 as it encounters the galactic equatorial plane region – as a universe & galactic wide harmonic frequency - will open and affect this whole area of space.
Whether people call this phenomenon a stargate or portal this area of faster higher fourth dimensional energy is real. This historic date of 11.11.11 begins the infusion of 4D dimensional energy onto your planet. It will affect Earth & its people in a positive, uplifting way like never before experienced in your planet’s history.
The saturation of this higher frequency vibration will continue from the end of 2011, through all of 2012, reaching full strength during the time frame of December 2012, through March 2013 when the final rotation of the 90 degree shift of Earth’s crust happens with the present day East/West orientation of the continents moving into their new North/South orientation.
These changes are expected to settle down throughout remaining 2013, and will begin the completion of this cycle by the end of October, winding down in December 2013. With 4th dimensional life officially beginning in January 2014.
During this time every living thing from the largest to the smallest will be offered the opportunity to change, to evolve, into 4D, fourth dimensional life.
It is expected Earth will begin to settle into its new 4D vibrational existence, its new fourth dimension life, in January 2014. There will also be pockets of 5th dimensional vibration on your new 4D Earth.
Yes, planet Earth will likely go through continued dramatic changes to get there. But these events as life changing they will be to both humans and all life on the planet… these changes are normal and necessary for this process. It is transformation. It is evolution.

The Andromeda Council has committed many resources, trained people, ships, counselors, advisors in many areas of expertise, to help Earth people through the various stages of adjustment & growth. They will remind Earth people of the truth & reality of their own origin as sacred sparks of the Creator / of Creation… as free sovereign souls, free sovereign human beings.

One example of a specific act of kindness is the number of Andromeda Council biospheres / ships they have committed. The Real ‘Back Story’ – Reasons for Change

The War in Space is Over
Leading up to this upliftment, this shift in Earth’s vibration into the next highest density, 4D, the fourth dimension, a war in space, in many cases happening just outside of ‘Earth space’ over the course of at least nine (9) years of Earth time, likely longer, is as of this fourth quarter of 2011 in the final clean-up phase. This war in space is finally over. Done. Finished. The Draco Reptilian & Orion Grey alliance was defeated. The last stages of the war in space was wrapped up in late January 2011.
As Tolec for the Andromeda Council, I can tell you my colleagues had a long, hard, difficult war. I will add, this war is being won by ‘the good guys’… by the combined forces of the member star systems & planets of the Andromeda Council, those with Earth and Earth humans best interests in their hearts, minds & souls.
Fortunately, as of mid-September 2011, 90% of the Draco & Hydra Reptilians, and renegade Greys, have been cleaned-up, removed, or eliminated from their many underground Earth bases. Now, as of early November 2011, the most critical & challenging Reptilian lead & controlled undersea bases have finally been destroyed. Only those undersea bases which are located in far less challenging locations and have much easier access to take them out… remain.
Before contact & visitation by people from four (4) Andromeda Council affiliated planets happens with Earth people - we want to ensure that Earth people, and our people, are completely safe from any Reptilian threat. To ensure this, we must finish the job to remove these hostile creatures, and their bases of operation, from your planet.
This proxy war to free Earth, from thousands of years of negative energy bombardment, manipulation and control, was fought on behalf of Earth - by star system & planetary council member races of the: Andromeda Council. Those members that bore the brunt of the burden, did the greatest amount of fighting included: Arcturus, Tau Ceti, and Procyon. The contributions of the Procyon people were especially valuable because they learned the weaknesses of these malevolent menaces – they learned how to ‘sniff ‘ them out & beat them. The people of Procyon just recently liberated themselves within the past 12 years of Earth time.
So that the Council could intercede on Earth’s behalf, extensive discussions were held, and a new law was passed over-riding what is ubiquitously known as the ‘Prime Directive’ of non-interference. A conscious, collective decision was made by the Council to break precedent and do this… because Earth’s people living a 3D, third dimensional life just did not have the 4D, fourth dimensional physiology, knowledge, tools, or technology to win.
This war was fought to secure the total freedom of planet Earth and her people from the menacing interference of primarily two regressive races: Reptilians from the Alpha Draconis (Draco) and Hydra constellations, and a specific variety of renegade ‘Greys’ now living in the Orion star system. These Greys are the progeny of Zeta Reticulans who have not been home to Zeta Reticuli 1 or 2 in at least a few thousand years.
Earth is not the only planet they have terrorized. From what I have learned, there are at least another 21 planets that need to be freed from these menaces. Fortunately, they can be beaten, as indicated by the liberation of the Procyon people from these malevolent, self centered, self serving… life draining entities.
(note: of the Grey races, the prime ancestor race - the original Reticulans from the binary star system Reticuli – the ones who in
their waning days exhibited awareness of themselves, their fallibility, and the fragility of life, and realizing the pending death of their race -
these original Zeta Reticulans not affiliated with the Draco Reptilians, were willing to share all they had learned. Due to their humility, the Andromeda Council intervened, stepped in and helped relocate them to a completely different star system. These people, the original Zeta Reticulans, no longer live in the Zeta Reticuli star system.)
All other known variety of renegade Greys causing problems on Earth are being dealt with, and are being removed from their underground & undersea bases on Earth, as are the Draco Reptilians. Their operational bases established for years on Mars, and Mars’ & Earth’s moons, have already been cleared out of these beings.
Likewise, about 5,000 ‘crossbreed’ aka hybrid Grey / Human life forms, programmed since birth, will need to be removed from Earth and deprogrammed so that they can evolve on their own into free thinking, free willed beings. And, since they are a new sentient life form, they will re-located to their own new 3rd dimension planet.
Back to the war – the primary reason for this war was to negate & eliminate the effect of what is believed to be - thousands of years of negative energies constantly beamed to planet Earth, as well as etheric implant technologies, utilized by a Draco Reptilian and Grey Orion alliance that has put and kept many Earth humans manipulated, controlled, and in a continued state of fear, anxiety & insecurity;
and to eliminate for good these malevolent entities who desired to continue to use, manipulate & steal people as a natural resource, and drain other precious resources from planet Earth… all the while controlling and ‘enslaving’ a large percentage of an unaware and helpless Earth human population.
The Council felt Earth’s people deserved an opportunity, a real chance to evolve on their own after thousands of years of manipulation, control and unaware enslavement.
It is known by the Chief Medical Officer, and staff, of the medical team of the Andromeda Council that a large percentage of Earth’s population was unknowingly implanted and negatively affected by Grey etheric & physical implant technology… meant to keep Earth humans in a state of anxiety, fear, manipulation and control.
Though some physical implants have been found and removed by Earth physicians, at Earth’s current stage of evolution & technology it does not yet have the means to detect, measure or eliminate the Greys’ use of etheric implants.
Now, in the final clean-up phase of this war, and beyond, for Earth’s freedom, the Andromeda Council medical team is working tirelessly, and will continue to do so, to clean up the mess, the implants, the resulting spiritual, psychological & emotional impact & damage, and multiple problems the Greys have created as they have unlawfully sought to enslave an unaware human population on this planet.
Earth’s people have a right to a fresh, clean, new, beginning… free from the serious residual, psychological & emotional effects brought on by the Greys, the Reptilians, and all their technology.
The Andromeda Council medical team has helped, and continues to help, with the on going emotional, spiritual & psychological treatment, counseling and guidance for those people who have been emotionally, psychologically and spiritually traumatized by these Grey etheric implants.

They will visit all parts of each country… visiting the most progressive parts first, and least progressive parts of each country, last.
note: due to the severity of the damage from the earthquakes & radiation leakage, contact with Japan will be pushed forward into the future at least 6 months. Therefore, contact with the USA will now happen first, in terms of priority.

you are not alone, you have never been alone, your planet was seeded by many, many races from across the cosmos. This universe and its galaxies are teaming with sentient, intelligent life, societies and cultures. People of planet Earth, you are part of this glorious expanse… of sentient intelligent life.
And, that as sentient intelligent life, you, people of Earth, as free souls have a right to be free – to live lives of free choice & free will, to evolve, and to function as spiritually alive, awake, aware and responsible… sovereign human beings.
To help promote a long and peaceful existence of a reborn planet, and a reborn people, and the benefits of intergalactic trade – it is expected Earth will receive an invitation & a formal set of protocols to join a greater community of planets, the Galactic Federation, based in the Tau Ceti star system which holds the tenth (#10) senior member seat of the Andromeda Council. If it wants to, Earth can join as a peaceful contributing member of this community of planets.
And, as a member of the Galactic Federation, and therefore a member of the Andromeda Council, Earth will also have its own representation, via a Joint Earth Council, formally representing the interests of Earth.
However, people of planet Earth, this is your decision. Only you can determine your own destiny, only you can make your own choices… only you can determine your future. No one else. It is all up to you.
Preparation. To assist and prepare all Earth humans to make the step-up, the “upliftment”, in spiritual awareness, consciousness and life in all ways into the 4th dimension/density as Earth crosses the galactic equatorial plane and begins its transition -
Commitment to safety. The time line for their contact & visitation will need to be more fluid & flexible as they are right now focused on taking out, eliminating, the remaining underground & undersea reptilian bases around the globe. This is a top priority for them because they are first and foremost… committed to the immediate freedom and long term safety of all humans on planet Earth.
This is their goal, to first see that we are truly free from the malicious & harmful effects of the reptilians energy frequency transmitters they have used on humans over 1,000s of years. This must stop. Reptilians must leave this planet, and the highly negative manipulation of humans must end.
Commitment to help. The Andromeda Council has committed many trained people, ships, advisors, spiritual & emotional counselors… on stand-by, ready to help Earth people through the various stages of adjustment. They will do this by mentoring, teaching & helping Earth people to evolve & adjust in many, many ways.
They will be warm, friendly and kind. They will teach Earth Humans by example, they will perform acts of love and kindness. They will remind Earth Humans the most powerful ‘force’ in the Universe is: love.
Contact & visitation. What will be the focus, the substance, of these friendly open visits? What will transpire when they visit? What will they teach?
Enlightenment. The Lessons. A small number of Andromedan Council ‘flagged’ 3D scout craft, (2-3) at a time, at most, in any one area, will visit with people all across Earth.
Look for some VERY tall people (on average 6′ 4″ – 7′+ ), both men & women, with light green, light blue, porcelin white & mocha colored skin, crew members from the various planets: Ventra, Nikotae, Toleka and Ritol, they will simply walk among people, introduce themselves and have warm, friendly, open, interactive visits & conversations with Earth people, with average citizens.
During this time these crew members from these Andromeda Council aligned planets will teach and sometimes simply remind Earth people about:
a.) the truth of Earth human physical origin… where among the various stars & planets across the Universe that Earth people originally came from, who their - cousins, brothers and sisters are, who their ancestors truly are;
b.) about the coming vibrational harmonic frequency changes about to occur to this solar system & planet Earth… what the planet & its inhabitants as it enters the galactic equatorial plane will experience as they transition from a 3D density vibration to a 4D density & then eventually someday in the future… a 5D density vibration;
c.) about exactly what this will mean for Earth and its inhabitants, exactly how their lives will be different, in all facets, in so many positive ways people can not even begin to imagine;
d.) about the truth that love is the most powerful force in the Universe, and that love is the true essence of Creation;
e.) about the sacredness of planet Earth, how important it is to
treat it with the sacred respect it truly deserves;
f.) about the truth and reality of the Human spiritual origin and its true essence;
g.) about the reality, creation & sacredness of the Human Soul, and its connection with the Creator / Creation, and all sentient life throughout the Universe.

Who is the Andromeda Council

The Andromeda Council is an intergalactic governance & development body of aligned benevolent star systems & planets of sentient intelligent life… for worlds in both the Milky Way and Andromeda galaxies. The chaired members of the Andromeda Council comprise a total of twelve (12) distinct representative council member races.
The Council has a non-voting Chairman from the star system Zenetae, planet Tishtae, and a non-voting Vice-Chairwoman from the star system Mirach, planet Terial. The Mirach star system and planet Terial are located in the Milky Way Galaxy, though they can be seen from Earth as being in the Andromeda Constellation. The Zenetae star system itself is physically located in the Andromeda Galaxy. These two people, as many on the Andromeda Council, live & vibrate in a 4th dimension/density reality.
There are also some 3D, third dimensional like Earth; 5D, fifth dimensional, and 6D, sixth dimensional, people that are members of this governance body as well. There is one council member per seat. There are living accommodations on the primary Andromeda Council biosphere, where these meetings are held, for the people who live in all of these dimensions of life.
Many of the member races of the Council are acknowledged throughout the Universe to be some of the same races that originally seeded Earth hundreds of thousands of years ago, as evidenced by the variety of humans on the planet today. It is said these races have already been through the process of transformation, of upliftment - the elevated vibration, density, and spiritual consciousness of the 4D, fourth dimension.

Members of the Andromeda Council not holding one of the senior, twelve (12) chaired seats hold board positions of: investigation, research, deliberation, and advisement to the Andromeda Council. They do this on thirteen (13) unique, sub, joint councils or advisory boards. There are 5-6 people on each joint council or advisory board. Collectively, these advisory boards represent in excess of 400+ representative planets from three (3) star systems including Arcturus. Therefore, the majority, the greater percentage of the advisory board members come from different star systems & planets other than the planet where a chaired Andromeda Council member is from. One of the affiliated councils is the Galactic Federation which is a federation of star systems and planets of benevolent beings based in the Tau Ceti star system. The Galactic Federation is comprised of approximately 140 star systems, and at present 300 planets. It has its own sitting council representing its own star systems & planets. It is lead by a Chairman from the Tau Ceti star system. The Galactic Federation itself is the 10th senior chaired member of the Andromeda Council. The Federation’s lead planet is – Xeta.
It is expected over the course of the next few years as planet Earth adjusts to its new life in the 4th dimension – as well as being part of a greater family of intelligent life that is thriving across the cosmos - planet Earth will be invited as a single member to join the Galactic Federation.
